The Local Government Act Section 127 (2) states the budget for a particular financial year must contain an assessment of the social and economic effects of its rating policies. The current draft budget [2018/19] does not contain an up to date assessment. The proposed increase of 3% is based upon a report showing the CPI as 1.9% and does not make allowances for deterioration in the ability of ratepayers to cope since 2017.

The Minister for Housing and Community Development [Gerry McCarthy] has the power to issue a rectification order, instructing the council to reduce rates.
