As a result of a new Controlled Parking Zone around the Winns Primary School in Walthamstow, staff at the school are being forced to pay up to £590 for Business Permits to allow them to park near their place of work. We feel this is a wholly inappropriate fee to levy of workers providing an important public service. This is compounded further when you consider the low wages that many support staff and even teachers receive, especially compared to similar areas within London. Waltham Forest is not funded with Inner London funding, and so is already at a huge disadvantage compared to most of the surrounding Boroughs, who are payed Inner London pay (Hackney, Haringey, Newham, even Barking and Dagenham). Another school in the Borough is already being granted £170 permits to park on the road, why should the Winns be any different?
There is an argument that workers should seek alternative transport options. In reality, this is impractical, and often more expensive, particularly in the case of public transport, where links around and between the outer London boroughs are poor in comparison to central London, often doubling or tripling journey times and costs.
Having spoken to many local residents of the streets in the new CPZ area, they are completely in support of our cause. They want a CPZ to stop drivers using the area as a park and ride for Walthamstow Central and Blackhorse Road tube stations, and to stop weekend parking. They do not believe that teachers and support staff are causing the parking problems in the road.
We are asking the London Borough of Waltham Forest to reconsider the permit fee system. A lesser fee applicable to workers in schools, or indeed other important public services, should be implemented to allow teachers, teaching assistants and other support staff to park near to their places of work.
