Loose Dogs Endangering Walkers, Joggers and Bicyclists in Volcano, Hawaii

There have been repeated incidences of walkers, joggers and bicyclists being attacked by untethered dogs in Volcano Hawaii (all subdivisions). Although there are leash laws and legislation that forbid loose dogs, these laws are ignored much of the time and residents have actually been injured and required medical intervention. People are disgusted with the many residents who refuse to follow these leash laws. Many owners become belligerent when confronted about their pets. Because we live in a rural area, police are not readily available and the Humane Society requires that an animal be confined before they come up to retrieve the offending animal, which most of the time is impossible. Children are also at risk in this situation. The residents have endured this situation far too long and have to resort to carrying defense sticks, pepper spray and wooden walking poles to defend themselves against vicious animals. We understand animals are territorial but they must be tethered or confined behind fences to protect people from injury and terror of walking in their own neighborhoods. We will make every effort to obtain the names of offending residents and report them to the police.
