How good would a local swimming pool be that's actually fully open to the public?

I know we have swimming nets at the beach but that's not for everyone and I personally find it difficult with very young kids.

A swimming pool would benefit the young, old and anyone in between, schools would even be able to hold a splash carnival. 

We need a pool where people can swim laps, it's open to the public 7 days a week and has a baby/kids pool.

Our population has grown since the last time the idea was submitted to council. As it continues to grow we are really missing out on the benefits to the community health and wellbeing.
