Documento del 29 de Mayo del año 2020 del Ministerio de Agricultura y Asuntos Rurales. Perros y Gatos son reclasificados de ganado a Animales de Compañia.

De nuestra mayor consideración:

Nosotros, ciudadanos preocupados por el Bienestar de los Gatos y los Perros en el territorio de la Nación china,, hacemos un Llamamiento al  gobierno chino a actuar prontamente para detener los alarmantes episodios de maltrato y matanzas reiteradas hacia los Animales de Compañia - Gatos y Perros - 

Al respecto y considerando la desprotección jurídica en que se hallan los Animales de Compañia - Perros y Gatos - al momento de redactar el presente Llamado a la Acción,

considerando los diversos episodios de violencia psíco-fisica que los Animales de Compañia enfrentan todos los días y a toda hora,

considerando la extrema violencia que ciudadanos de diversas edades y condición social ejercen sobre las vidas de los Animales de Compañia,

considerando que los Animales de Compañia son víctimas de actividades criminales e ilegales como la quita de piel estando vivos para indumentaria, comercio de carne para consumo humano, criaderos de perros como ganado los 365 días del año para consumo humano, matanzas de extrema crueldad para el denominado Festival Anual de Carne de Perro de la ciudad de Yulin-Guangxi, variados métodos de torturas online en gatos bebés y adultos, filmadas y subidas a Redes Sociales chinas como Douyin, Wechat y Xiaohongshu, cuyos videos se exportan diariamente desde China hacia el mundo, asesinatos offline en lugares públicos e instituciones académicas como el reciente crimen de la gatita KongMei en el Instituto Tecnológico de Pekin y la donación forzada de órganos, como lo que ha sucedido en la Universidad Agrícola de Huazhong a cargo del profesor Ding Yi, 

considerando que las violencias descriptas hacia los Animales de Compañia presentan una alarmante escalada, un ascenso incesante tanto online como offline,

considerando que el Documento emitido el 29 de Mayo del año 2020 que expresa especificamente que tanto perros como gatos serán a partir de ese momento considerados Animales de Compañia y que deben ser tratados como tales, ha sido y es sistemáticamente ignorado,

considerando que los Organismos de Controles no estarían siendo suficientes para apoyar la directiva del Ministerio de Agricultura y Asuntos Rurales y así defender el Bienestar de los Animales de Compañia en el territorio de la Nación china de los actos criminales señalados precedentemente,

considerando que, ante la escalada de la violencia sistemática ejercida contra los Animales de Compañia el Documento emitido por el citado Ministerio carece de competencia jurídica para detener y castigar a los responsables de atacar el Bienestar de los Animales de Compañia en la República Popular China, este Llamamiento convoca a las Autoridades de la República a accionar con carácter de urgencia para detener las violencias descriptas, para lo cual solicitamos

1) Que el Documento del 29 de Mayo del año 2020 emitido por el Ministerio de Agricultura y Asuntos Rurales de la República Popular China donde se reclasifica a los Gatos y a los Perros de ganado a Animales de Compañia y que a partir de tal declaración deben ser tratados como tales, se convierta en LEY NACIONAL de la República Popular China.

2) Ampliar la clasificación de Animales de Compañía extendiendola a  "Animales de Compañia y SERES SINTIENTES y SUJETOS de DERECHO".

3) PONER FIN definitivamente, al Festival Ilegal de Carne de Perro y Gato en la ciudad de Yulin provincia de Guangxi, iniciado en el año 2009 y que se realiza anualmente en el mes de Junio, dado que dicho festival es una actividad contraria al espíritu de la Declaración del Ministerio de Agricultura y Asuntos Rurales indicada el párrafo 1.

4) Implementar un Plan Económico que reemplaze los ingresos del grupo minoritario de comerciantes ilegales de la ciudad de Yulin, que basan sus ingresos monetarios en sacrificio de millones de Gatos y Perros, donde el suministro de estos Animales provienen de la actividad delictiva. De acuerdo a los informes de la empresa china Suzhou Zhongyan Science and Technology Inc., quien realizara una encuesta encargada por Vshine, el grupo chino asociado con Humane Society International, dió como resultado que el 70 % de la población de la ciudad de Yulin está de acuerdo en poner fin al mencionado festival.

5) Se investigue y se desmantele la Red de Tortura de Gatos Online con sede en China y se arreste a los responsables de éstos crimenes contra los Gatos y Perros, declarados Animales de Compañia como Política Nacional.

6) Utilizar el ☝️listado mencionado para elaborar un Registro Nacional de Maltratadores de Animales de la República Popular China.

7) Autorizar la construcción de Albergues Protectivos para los Gatos en situación de Itinerancia, Petición avalada por mas de 6000 firmas verificadas que se adjuntan que se pueden verificar en el link a continuación, Petición que actualmente continúa recabando firmas en la Plataforma Global Change.org

8) Que una vez sancionada, ésta Ley se promulgue urgentemente  para la Protección de Gatos y Perros y se Condene con Penas de Prisión efectivas a los personas que han agredido y continúan torturando y asesinando a los Animales de Compañia, Seres Sintientes y Sujetos de Derecho.

Con el mayor respeto por la Nación china y su Pueblo de bien, y para defender la Vida de los Animales dé Compañía en el territorio de la Nación china, Guardianes Felinos MDQ Argentina, en colaboración con Guardianes Felinos Perú, ha redactado el presente LLAMADO a la ACCIÓN, que ponemos a vuestra consideración para que sea tratado con carácter de URGENTE.

To our highest consideration:

We, citizens concerned about the welfare of cats and dogs in the territory of the Chinese nation, call on the Chinese government to act promptly to stop the alarming episodes of repeated abuse and killings of companion animals - cats and dogs - 

In this regard and considering the lack of legal protection in which Companion Animals - Dogs and Cats - are at the time of writing this Call to Action,

Considering the various episodes of psycho-physical violence that Companion Animals face every day and at all hours,

Considering the extreme violence that citizens of various ages and social status exert on the lives of Companion Animals,

Considering that companion animals are victims of criminal and illegal activities such as live skinning for clothing, meat trade for human consumption, dog breeding as livestock 365 days a year for human consumption, extremely cruel killings for the so-called Annual Dog Meat Festival in the city of Yulin-Guangxi, various methods of online torture of baby and adult cats, filmed and uploaded to Chinese social networks such as Douyin, Wechat and Xiaohongshu, whose videos are exported daily from China to the world, offline murders in public places and academic institutions such as the recent crime of the kitten KongMei at the Beijing Institute of Technology and forced organ donation, as has happened at the Huazhong Agricultural University led by Professor Ding Yi, 

Considering that the violence described towards Companion Animals presents an alarming escalation, a relentless rise both online and offline,

Considering that the Document issued on May 29, 2020, which specifically states that both dogs and cats will from that moment on be considered Companion Animals and must be treated as such, has been and is systematically ignored,

Considering that the Control Bodies would not be sufficient to support the directive of the Ministry of Agriculture and Rural Affairs and thus defend the Welfare of Companion Animals in the territory of the Chinese Nation from the criminal acts indicated above,

Considering that, in the face of the escalation of systematic violence against Companion Animals, the Document issued by the aforementioned Ministry lacks legal authority to detain and punish those responsible for attacking the Welfare of Companion Animals in the People's Republic of China, this Appeal calls on the Authorities of the Republic to act urgently to stop the violence described, for which we request

1) That the Document of May 29, 2020 issued by the Ministry of Agriculture and Rural Affairs of the People's Republic of China, where Cats and Dogs are reclassified from livestock to Companion Animals and that from such declaration they must be treated as such, becomes a NATIONAL LAW of the People's Republic of China.

2) Expand the classification of Companion Animals by extending it to "Companion Animals and SENTIENT BEINGS and SUBJECTS OF LAW."

3) Put an  end to the Illegal Dog and Cat Meat Festival in Yulin City, Guangxi Province, which began in 2009 and is held annually in June, as this festival is an activity contrary to the spirit of the Declaration of the Ministry of Agriculture and Rural Affairs indicated in paragraph 1.

4) Implement an economic plan to replace the income of the minority group of illegal traders in the city of Yulin, who base their  monetary income on the sacrifice of millions of cats  and dogs, where the supply of these animals comes from criminal activity.  According to reports from the Chinese company  Suzhou Zhongyan Science and Technology Inc.,  which conducted a survey commissioned by Vshine, the Chinese group associated with Humane Society International, it was found that  70 % of the population of the city of Yulin agrees to end the  aforementioned festival.

5) Investigate and dismantle the China-based online cat torture network and arrest those responsible for these crimes against cats and dogs, declared  companion animals as a matter of national policy.

6) Use the aforementioned list to create a National Registry of Animal Abusers in the People's Republic of China.

7)  That the construction of Protective Shelters for Roaming Cats be made possible. Petition supported by more than 6,000 verified signatures attached, which can be verified at the link below. Petition  that is currently collecting signatures on the Global Change.org Platform.

8) That once sanctioned, this Law be urgently enacted for the Protection of Cats and Dogs and that those who have attacked and continue to torture and murder Companion Animals, Sentient Beings and Subjects of Law be sentenced to effective prison terms.

With the greatest respect for the Chinese nation and its good people, and to defend the lives of companion animals in the territory of the Chinese nation, Guardianes Felinos MDQ Argentina, in collaboration with Guardianes Felinos Perú, has drafted this CALL to ACTION, which we submit to your consideration for treatment as URGENT.

The lives and well-being of companion animals are at HIGH RISK in your country.
