This petition is to remove the blue vinyl decals that are currently masking the Rivermarket Hall (Ottenheimer Building, Farmers Market pavilion) located On 400 President Clinton Ave. Little Rock, AR 72201,
the Ottenheimer building, is owned by the City Of Little Rock and managed by the Little Rock Conventions Visitors Bureau (LRCVB).
This historic building is home to 15 local restaurants that serve a variety of fresh unique food. The LOCAL small businesses inside the Hall have been seriously affected by this decision with a decrease in sales over -65%!
Now when we say local small business? We are talking about owners who go home on a bad sales day who may not be able to put food on their own tables, this is their LIVELIHOOD that the City of Little Rock has clearly failed to recognize.
In July 2016, The City of Little Rock and the LRCVB decided to install these hideous, blue "decals" that mask the buildings existance. It was proposed that the windows facing the street WILL NOT be covered no more than 25%, which is the city code and ordinance legal limit. The purpose for the decals was to cover up "kitchen equipment that was exposed in the windows on the street".
Instead, the decals now cover over 60% of all the windows, which makes it impossible to tell what the building is, what it has to offer, and most importantly what’s inside.
Tourists make up 80% of the halls business, who are now oblivious to what’s in the Ottenheimer building because of the lack of representation caused by the city of Little Rock and the LRCVB.
There is nothing on the building to indicate what it is.
Every Business on President Clinton Ave has representation on there windows except for the Rivermarket Hall building.
city code (Sec. 36 353 -2C) has clearly mandates that windows facing the street are not to be covered no more than 25%.

This petition is to remove the vinyl decals that the city has put into place, and to have each business owner that leases a space inside the hall, install their own vinyl decals that best represents their business according to their business needs. These business owners pay rent for those windows to the city of Little Rock and should be allowed to represent their business in a professional manner and in the same manner the other businesses on the strip are able to do!
