My name is Brooke Tilley. I am the mother of Noah Chambers who was killed 3 years ago, on Nov. 1st, 2019, at a church trunk-or-treat event on Haw River Rd. in Oak Ridge, NC. I am creating this petition to bring awareness and obtain support from the local community to express the importance of this necessary change that needs to be made in this location.

On Oct. 31st, 2022, another tragedy took place when Aliyah Thornhill was killed while trick-or-treating also on Haw River Rd. less than half a mile from the location of my son Noah. 

The current road regulations are not fit for this location. This curvy narrow road is located in a growing community where not only drivers travel but also where families and children live. While this road is growing, I believe safety measures need to be updated to meet the standards of this developing community.

We need to have extra lighting put in place near these housing communities and churches on this street. Churches with overflow parking across the street not only need lighting but safe crosswalks with signage. I would also suggest solar lighting options if budget is a concern. We need sidewalks extended in these developing areas to increase pedestrian safety. We are also fighting for a reduction in speed from 45 mph to 35 mph. Both cases deemed that the drivers were not at fault due to speed. Speed was, however, a factor when considering the breaking distance, perception reaction time, and stopping distance. A reduction of 10 mph could make a huge difference! We also want to request multiple stop signs on this road as well as 3 and 4-way stops. 

With this petition and with all of my trust in God, I have faith that we as a community can come together and make this change happen. If this were to not go through, another tragedy could take place. We shouldn't have to wait for more deaths to make this change. These are precious lives of children who still have their whole lives ahead of them, as well as families in this community that we are talking about. Safety should always be put in place as prevention first and foremost before we wait for more losses and accidents to take place. With the help of increased awareness of child supervision, new safety measures, and safe driving, we can make Haw River Rd. a much safer place to thrive and grow!
