Keep nursing staff from being fired when they can't make it to work in bad weather

Nursing staff is required by the facilities to show up to work even in inclement weather risking their lives and possibly the lives of their children to make it into work. Now granted the people that are receiving the care need 24-hour care but instead they need to have a nursing pool volunteers who agreed to stay in cases of bad weather to compensate care for those who cannot make it when there is bad weather schools are closed which means no childcare. Nursing staff risks their life to make it into work out of fear because they will be written up or even fired. If they lose an employee to a car fatality they will simply hire a new employee however the children cannot hire new parents.
