Approve Quay Pride's Application for Minor Variation to Licence

Quay Pride is the only LGBT+ venue in Great Yarmouth. It is being penalised because a neighbouring property, which was originally part of the pub, unlawfully converted from business use to a dwelling without going through the correct planning and permission procedures and because it was unchallenged for 10 years are now 'established'. The conversion to dwellings has not secured soundproofing meaning that sound spillage from the pub is heard. 

Great Yarmouth Council Environmental Health Department have objected to the provision of live music being extended from 11.00pm to midnight because of two complaints made by the neighbours recently. These complaints have not been verified and there is no evidence to suggest the complaints are proven. As a result Great Yarmouth Council have indicated that the venue would need to apply for a full variation to licence, this is a lengthy process and likely to be refused again. However, Quay Pride is licensed for recorded music to 1.30am and when asked to  comment on how the same sound level for live music and recorded music in decibels would be detrimental licensing were unable to answer. The pub also on previous premises licence  had live music proviso to 1am. 

Economically, Great Yarmouth is struggling and new businesses should be encouraged. The building Quay Pride is in was originally used as a pub and neighbouring properties were all commercial. To be able to compete in the market and secure ongoing provision for the LGBT+ community Quay Pride need to extend this part of the license to remain competitive. There are no reasons why, when the pub has a recorded music license for more than the hours requested, that this application should be rejected.

The signers of this petition support Quay Pride in this application and call upon Great Yarmouth Council to treat the venue fairly as the proposed variation would not be detrimental to the four licensing objectives.
