We need to protect our cherished Corbett neighbourhood in Catford, from becoming a House of Multiple Occupancy (HMO) Estate!

An immediate neighbour’s home on the much desired Corbett Estate was sold a few months ago. Little did we realise, that the buyer's intention was to convert the beautiful, end of terrace Victorian family home, into a HMO of six individual units.

We have lived in this area for over 15 years, with many of our neighbours having lived here for much longer. We have all observed that the number of family properties in this area being changed into HMOs have risen, particularly within the last few years. This has undoubtedly resulted in increases in anti-social behaviour, noise pollution, fly-tipping, littering, amongst other undesirable activities and crime.

In addition, we have no reassurances as to whom the new occupants of such dwellings may be. A half-way house for ex-offenders, sex offenders, drug dealers, to name a few, for example. We, like other neighbours, have young children, however, we share a fence with this property. The thought of having to keep them indoors for fear of what might happen, should of any of these new occupants be from one of the aforementioned categories, is very disconcerting. 

We are particularly concerned and disappointed, that Lewisham Council seems to be doing little in order to protect family homes on the Corbett Estate from being converted into HMOs. Contact with the council has been very unsatisfactory and provides no reassurances: their woeful response has been simply to state that they are ‘powerless’ to act as the conversion is legal. At this point, it is worth mentioning that the buyer DID NOT submit a planning application for a HMO, but did so for a single storey extension. A change in Planning Regulation in 2010 meant that no planning permission was necessary for the extension, HOWEVER, the buyer has somehow, managed to circumvent the planning rules without having to seek permission to change a dwelling into a HMO. Any advice regarding this matter shall be unduly welcome.   

We are not opposed to the home being occupied by three - five persons in its current Corbett construction, however, to completely renovate and gut this Victorian structure and convert it into what is essentially, six purpose built flats, is quite unacceptable. Multiple occupancy developments, if poorly located, or carried out inadequately, will adversely affect and de-value surrounding properties. In this instance, it will alter the character of Victorian-Edwardian homes in this area of the Corbett Estate. Moreover, HMOs place additional burden on existing Victorian services, such as sewerage and drainage, which are already at maximum capacity, and notoriously increase on-road car parking, which is already at a premium, adding also to dangerously high air pollution in this area. We believe that this is a complete change of use of the property and that our entire neighbourhood is at risk of being destroyed with such conversions if we do not make a stand. What is more, council consultation with local residents is not obligatory. 

Be warned. A HMO could be coming to home near you.  Let us protect our families and homes. Stand together with us and our neighbourhood and say NO! to this and other HMO conversions of Corbett Estate Homes.
