North Carolina and several other States do not have any laws or regulations to protect dogs in puppy mills. The lack of laws allow puppy mills to operate unless the conditions are so awful that they violate criminal animal welfare laws. Dogs are being abused, not fed, left in the heat, crammed in rusty cages and left to their own devices. These dogs suffer until someone reports abuse or inhumane conditions. We need to have regular inspections to ensure that safe and healthy breeding is taking place. I support responible breeders that treat animals well. I want to shut down the breeders that are cruel to dogs. We need to implement tax and licensing fees to breeders. This can help fund the jobs that will be created to monitor these breeding practices. Puppy mills are responsible for the mass majority of over breeding in our State. Over breeding contributes to homeless animals which could ultimately lead to euthanasia. The Euthanasia rate in NC is one of the highest in the country. The root of this problem is over breeding which is directly coming from puppy mills. People are always trying to save animals from euthanasia, but the problem originates most of the time in these puppy mills. I appreciate everyone's attempt to save animals. I want to adopt them all. We must address the issue at hand instead of fixing all the damage that the puppy mills cause. It is a vicious cycle. Most importantly, it is so sad for the dogs!
