An independent inquiry led by a judge investigates recent events (the extradition bill and the use of force by the police)  that can more effectively reflect the truth. The Independent Inquiry is considered a judicial process and the hearing is open to the public and the media. It can call witnesses. The evidence at the hearing is presented under the oath, protected by absolute privilege, and verified by cross-examination. It will not be used as a witness for subsequent proceedings. The parties concerned have the right to appoint legal representatives. The Hong Kong Government has repeatedly cited the independent commission of inquiry mechanism before or after 1997 with satisfactory results.
