CLP Exam 2020 to be held in March 2021 and in Different States/Regions

We are the CLP (Certificate of Legal Practice) exam candidates for batch 2020. Due to the unsettling situation of the Covid-19 pandemic, the CLP Exam 2020 has been postponed twice as of this petition. Hence, in need of more clarity as to what happens next, we are hereby writing to express our concerns as mentioned below. Kindly take note that this petition focuses mainly to gather the names of CLP Exam 2020 candidates who support the cause. If you are a candidate for CLP Exam 2020 and in agreement of our cause, please sign this petition and we shall list your names in our coming letter to LPQB and Bar Council. If you are not a candidate of the CLP Exam 2020, but a CLP candidate/legal practitioner/family member/friends who agree to the cause, we would like to thank you for reading our petition and we appreciate if you could circulate this petition for us in reaching out to more candidates of the CLP Exam 2020.

The letter would read as the following:

We are writing to express our concerns regarding the following matters : 

(1)  CLP Exam 2020 as scheduled in March 2021 by the LPQB

(2)  Our proposal to have the March 2021 exams held in different states/regions rather than being centralised in University of Malaya (UM).

On 15th November 2020, an article entitled “CLP students call for certainty” written by a former student from Selangor was published in the Star e-newspaper. The article speaks for all of us candidates, be it CLP candidates of 2020 or 2021, as we are concerned whether after the exam of 2020 being postponed twice, each with a short notice, would there be a third postponement and there be another indefinite wait. A postponement for CLP students in 2020 will thereby affect the coming 2021 batch as well.

We understand that the unsettling situation of the Covid-19 pandemic has caused uncertainties and affected people throughout the world. However, many exam boards have resorted to conducting online exams or alternatively, holding the examination in more than one centre so as to control the number of candidates in each centre . We understand that online exams are not in the consideration of LPQB. Hence, we urge the authorities to work out an alternative such as conducting the CLP exam in different states or regions to adapt to the current pandemic situation. We believe that it is possible as a survey was already sent by the LPQB to 2020 exam candidates on 12th of October 2020 requesting for our current residing address. This would serve as a good database for the authorities to locate students and hence make arrangement for renting exam halls (or preferably exam rooms to reduce the number of students gathered in each centre).

In light of the large number of candidates we have, may we propose that the CLP exam be held in more centres for safety reasons. To have 2000 or more candidates, from 13 different states and 3 federal territories travelling across Malaysia and all gathered in the exam halls at University of Malaya as done previously, sitting for 5 examination papers for the duration of 3 hours each, and then subsequently returning to our respective hometown would definitely increase the risk of spreading the Covid-19 virus.

It is important for us to have clarity on what happens next. It is hard for us to plan our future in terms of our legal career. Many of us are caught in a limbo, directionless and frustrated. Due to two postponements of the examination, most candidates have been unemployed for over a year as such we are facing financial strains as well.

We hereby sincerely hope that LPQB would consider the alternative of conducting the exam in different states or regions in March 2021 so as to adhere to the SOP guidelines and at the same time, for us to complete our CLP course soon.
