No Reduced Sentence for Man Who Purchased 13 and 14 Year Old Sex Trafficking Victims

In December of 2018, Leavenworth County Judge Michael Gibbens reduced the sentence of Raymond Soden (age 67) from fourteen years (as stated in Kansas Sentencing Guidelines) to less than six years for solicitation of a minor for commercial sex. Additionally, Judge Gibbens called the minor victims (who were 13 and 14) in the case "aggressors", even questioning whether they were victims at all.

In the state of Kansas, the age of consent for sexual activity is 16. 

Under federal law as defined by the Trafficking Victims Protection Act, minors under the age of 18 are sex trafficking victims regardless of whether or not evidence of force, fraud or coercion exists.

There is no personal opinion, religious or cultural exceptions to these laws! The ruling and comments of Judge Gibbens are in direct contradiction to the law. As concerned citizens of the State of Kansas, we request an appeal to this ruling and for Raymond Soden to face the full penalty of the law in his sentencing.

Kansas should be a safe place for children, NOT child sex predators!
