PIRSA Aquaculture (Fisheries) trying to close small operators with exorbitant fees

I operate a farmstay accommodation ,that is located on a small island in a man made lake, that contains trout for tourists to fish. Pirsa insists that I have to have a license to sell fish to anyone ,even tourists (fee went from $80 to $1135), so if I were to sell one fish to a tourist for 50c even, I risk a fine of some $35000. As total income from fish is less than their exorbitant fee, I am being forced out of the industry, and no matter how much correspondence I send they refuse to do anything. No room is provided for hobby type farms as it is to do with fish. Beaurocracy gone mad!
This as local government agrees is sending tourists away,and we are in the business of encouraging them. Also this is a small boost to my DVA pension . Makes you wonder what we fought for in all the wars not just Vietnam , freedom? it is certainly not fair trading.
