Barking and Dagenham to employ more people to answer phones within the council department

How long should people have to wait on a phone line to their council before actually getting through to someone? The times we wait wouldn't be as long if the council had more staff to answer the phones. This would also bring down the amount of people who are out of employment even some people claiming benefits, and lighten the work load off the staff that there is answering the phones because I can imagine they are worked to the ground. So all round would benefit everyone.
