Petition to separate Family Karaoke from Nightclubs and KTV with hostess and to allow Family Karaoke to operate with restrictions such as limiting to people who are vaccinated or who have done PET.

It has been about a year and a half since karaokes were told to close on 26th March 2020. We have been waiting very patiently all these while, even though we have been suffering huge losses every month with no end in sight. We understand the difficulties that our government is facing, and we too place the safety of our patrons as our top priorities.

When government announced on 24th June that we are moving forward with plans to lift more restrictions, we see a glimmer of hope. But the latest news about the new cluster formed from a KTV Lounge due to a social hostess have trashed our hopes.  

We (a group of Family Karaoke Businesses) see that there is a need to separate us from Nightclubs and KTV with hostess. We are not the same. We do not have hostess; we are not primarily night-time businesses or adult only venues. Our clientele are mainly youth and families, and daytime hours form the bulk of our operating hours. Our layout is also different, consisting of mainly small rooms whose occupants never inter-mingle. This layout is highly compatible with safe distancing. Lumping us together in the overly broad nightlife category is not justifiable.

We urge the government to separate us out from the current [CABARETS, NIGHT CLUBS, DISCOTHEQUES, DANCE CLUB S AND KARAOKE LOUNGES(93203)] category with a new Family Karaoke category.

In addition, we would like to push for the reopening of Family Karaoke as a pilot trial (which was supposed to be held in January 2021 but was put on hold). We strongly believe that karaoke can be allowed with the right safety measures in place.

We are proposing the following:

1.       Karaoke to be restricted to people who have completed their vaccination (2 dose) or taken pre-event testing (PET). 

2.       Restricted to private room only with a maximum pax in line with F&B ruling. (But restricted only to Citizen, PRs, and LTVP that have remain in Singapore for the past 14 (or 21) days)

3.       Mask should be worn at all times except when singing (limited to maximum 2 pax singing at one time)

4.       Rooms and microphones must be sanitized before and after each group.

5.       Mic covers should be provided to each patron.

We, the Family Karaoke, have tried all ways to keep our business afloat. F&B, work and study rooms, private cinema, gaming, we have tried them all but it’s barely enough to pay rent and keep the lights on. Small Family Karaokes like us are often started with an investment of a significant portion of our hard-earned life savings, with most of the capital tied down as fixtures such as renovations that can't be moved or sold. It would be painful and ruinous to have to close up shop and tear down our karaoke and the chance of this happening is high if we are still not allowed to prove that we can operate safely. We are merely trying to preserve our business and save jobs.

Let the Family Karaoke take the lead in the karaoke pilot trial to prove that we can still have karaoke if we run it the right way.
