1.   That Article 1 of the Constitution of India states :  India, that is Bharat, shall be a Union of States.

That civilisation of India illuminated in the original authoritative copy of  Constitution of India , duly signed by the honorable members of the Constituent Assembly; clearly  ,explicitly and integrally explains the spirit of  Bharat-i.e. integration, assimilation and synthesis

2.           That by  Kesavananda Bharati v. State of Kerala in which Basic Structure Doctrine was laid down , Availability  and accessibility of the complete constitution of India with civilisation of India illuminated in the original authoritative copy of  Constitution of India , duly signed by the honorable members of the Constituent Assembly ,forms the part of the basic structure doctrine of Constitution of India .Hence every citizen has constitutional as well as legitimate   right to have easy access to copy of  full  Constitution illuminating  the civilization of India which forms the soul of the civilization of Great India.

3.           That Honourable  Supreme Court of India has, in the Kesavananda case (1973), recognised that the preamble may be used to interpret ambiguous areas of the constitution where differing interpretations present themselves. In the 1995 case of Union Government Vs LIC of India also, the Supreme Court has once again held that Preamble is the integral part of the Constitution. On the same lines it is not irrational and unconstitutional to use the civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,   to interpret ambiguous areas of the constitution where differing interpretations present themselves in matter of culture , civilisation, national values and national character of India.

4.           That the word Secularism was inserted, in 1976 by 42nd Constitutional Amendmet Act, without any clear and concise definition ,wrecking havoc in the form of conflicting definitions . That civilisation of India illuminated in the original authoritative copy of  Constitution of India , duly signed by the honorable members of the Constituent Assembly ; clearly  ,explicitly and integrally explains what is  Secularism in India as envisaged by the honorable members of the Constituent Assembly .This clearly explains that Secularism of India is different from the western Secularism. It is very disappointing that in the name of secularism  the civilizations of India has been often neither  taught and nor discussed in schools and college .This issue has been raised by this citizen before appropriate and competent authority. This citizen of India feels that civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honorable members of the Constituent Assembly,  provides guidelines to the school curriculum making one chapter mandatory on various topics illuminating the original authoritative copy of  constitution of India. Hence this shall prevent the veto on the definition of secularism for political gains and dividing India in the name of secularism.

5.           That This citizen of India feels, in principle, that Civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  clearly  ,explicitly and integrally incorporates all the Fundamental Duties and shall go a long way in inculcating the values of   responsible, accountable and progressive  citizenship. As  a matter of fact Article 51(1)(f) enjoins a duty upon the citizens to value and preserve the rich heritage of our composite culture but also warrants Union of India to define the contours of the ''composite'' culture  .Civilisation of India  illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  attempts to provide bases of the ''composite '' cultures. This also brings clarity in enforcement of the Cultural and Education fundamental rights as enshrined in Article 29 of the Constitution of India.

6.           That  A UNESCO report on education for the 21st century entitled Learning. The Treasure Within also pleads for an education which is ‘rooted in culture and committed to progress’. Developing a harmonious and integrated personality would just not be possible if the system does not inculcate values embedded in the culture, heritage and traditions. Indian heritage, culture and values need to be thoroughly studied, analyzed and incorporated comprehensively in the educational system right from the pre-primary stage to higher education. Hence civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,   is in consonance with international accepted norms also. The same has been mentioned in the Vision 2020-Education document of planning commission. As a matter of fact this shall  form a litmus test to prevent the politicisation of education.

7.           That the Civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,   shall go a long way in upholding the Constitutional Morality as discussed by Dr Ambedkar  . Speaking in the Constituent Assembly on 4 November 1948, he said, “Constitutional morality is not a natural sentiment. It has to be cultivated. We must realize that our people have yet to learn it''.

8.           That  nationalism in form of Spiritual nationalism was unanimously accepted by the honourable members of constituent Assembly  in form of Bharat Mata  as found in the civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly   .Hence it can be said that had this been open secret today India would not have seen the anti- national slogans  in education institutions like JNU New Delhi etc. Member of  Parliament would not have said "where is Bharata Mata written in the Constitution of India". This citizen feels that in the land of Veda which says " Let noble thoughts come from all sides'', four types of nationalism be discussed and debated without intolerance and respect the diversity of ideas   viz Spirtual Nationalism of  Bankim and SriAurobindo in the form of VandeMataram , Indigenous Nationalism of Tilak  based on historic consciousness  , Western Nationalism of Nehru which cuts the ethical completely from the mystical and   Nationalism of Gandhi which is based on doctrine of  non violence and ingeniousness. 14.      That  civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  is the embodiment of Unity in Diversity also the aim and abject of National Integration Council under the Chairmanship of the  Prime Minister of India.

15.      That civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  warrants the availability of copy of  full constitution  denial of which is against the basic doctrine of Constitutionalism.

16.      That absence of civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  in the Republic Parade bears seal of decadence of nationalism on account of pseudo secularism.

17.      That absence of civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,   on the website of Parliament bears seal of lack of understanding of culture and civilisation by Union of India.

18.      That restricting the access  of civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,   to  We, the People of India,  amounts to treachery  and perfidy by Union of India since last 70 years.

19.      That “National integration is not a house which could be built by mortar and bricks. It is not an industrial plan too which could be discussed and implemented by experts. Integration, on the contrary, is a thought which must go into the heads of the people. It is the consciousness which must awaken the people at large” says  Dr S Radhakrishna. Civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,   shall act as a mile stone of National integration. As a matter of fact   Communication means the imparting or exchanging of information by speaking, writing, or using some other medium.Hence Civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  communicates all elements of National Integration.

20.       That Civilization of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  has the potential of  promoting  legitimate patriotism which could be point of great deliberation in the Parliamnet and could be taken as one of the themes on the Constitution Day i.e 26 November  in upcoming years.

21.      That had Civilisation of India illuminated in the original authoritative copy of  Constitution of India  ,duly signed by the honourable members of the Constituent Assembly,  been incorporated in the training of the civil servants from Union Public Service Commission and State public Service Commission , events like District Magistrate denigrating the Geeta  in most uncivilized manner   would have not happened in free India.

25.      That this citizen of India feels that Union of India has been intentionally and deliberately  dishonouring  the Constituent Assembly ,since last 67, years by not making civilisation of India illuminated in the original authoritative copy of  Constitution of India , duly signed by the honorable members of the Constituent Assembly part of the national memory.

26.      That this citizen fails to appreciate the reason of  concealing the beautiful illuminations work highlighting the civilization of India for last 67 years , this is injustice and disrespectful to   artist  Sh Nandlal Bose and his associates from Shantineketan who devoted so much time , energy and resources as per the aspiration of the Constituent Assembly.

27 That this citizen fails to appreciate the selective approach of Union of India . The photograph of Mahatma Gandhi depicting the Dandi March in the original Constitution of India on page no.149 has been chosen to be displayed , invariably, in all the Government Institutions  but the remaining themes have been, it seems, deliberately concealed with ulterior motives not known to this citizen ..He would never not appreciate glorification of himself and absence of role of Netaji Subhash Chandra Bosein freedom struggle  .Mahatma Gandhi described Netaji  as the `Patriot of patriots'.
