There has been an increase in panhandling from roadways in the northeast section of Columbus, Gahanna, Westerville, and surrounding townships in the past few years. The panhandlers leave trash and unsightly waste at the intersections and can be intimidating at times. Panhandling from the roadway is illegal for both the recipient and the giver as it creates a harmful situation by putting a pedestrian in the road. It also encourages the panhandler to continue this behavior instead of seeking other resources for help. Many of the panhandlers you see on the roadway are not homeless but have addiction problems and are unable to care for themselves because of their addiction. By giving them money, you are only feeding their addiction. There is help out there for them! They only have to be pointed in the right direction and need to be an active participant in fixing their situation.

  We are asking police agencies in the area to start a more aggressive enforcement of panhandling laws and pedestrian codes to deter this behavior.  We would also encourage police agencies to hand out "street cards" and other pamphlets which outline where homeless and the less fortunate can get assistance. Please help us keep our neighborhoods safe and clean.
