Slow traffic in St Stephens Hill !!

Firstly, I can see that there is a huge number of listed properties in St Stephens Hill and find that the fact that the town/parish council allows all types of vehicles (no restrictions to weight or size) up this street to be astonishing. Are we here to protect these homes for future generations to enjoy and wonder at? This is the point of listed properties is it not?
St Stephens Hill is a definite ‘rat run’ out of town, Most of the vehicles going up the hill are just avoiding using the B3254 as St Stephens Hill is a more direct route. Incidentally, Roydon Road, the B3254, has no listed properties and a far wider road and therefore a safer option.
There was talk of introducing a weight restriction to stop lorries using St Stephens The current bumps do not deter anyone (they are not wide enough - car and lorry wheelbases just pass over them) and have no impact on the size of vehicle or its speed up the hill.
Surely, If there is a need to protect these listed homes and slow everyone down?
There are also grave concerns about the lack of adherence to the 20mph zone in place in St Stephens HilI. I’m guessing that more than 90% of vehicles using St Stephens Hill are exceeding the speed limit - it is, in my opinion an accident waiting to happen. There is clearly no regard for the speed limit, and this is also a street with a school in it.
If there are no police to monitor, nor adequate traffic calming installed then I can only see that a speed camera is the way forward. How can this be achieved? LETS GET IT DEBATED AND A PROPER SOLUTION FOUND.
