COVID-19 has caused the closures of MVAs throughout the Maryland state. This has caused the cancellation of driver's license tests for thousands of teenagers. Once MVAs re-open, there will be backups of tens of thousands of teenagers trying to re-schedule appointments. For example, Georgia had 30,000 teens unable to obtain their licenses. To mitigate this, they waived the driver’s test and allowed permit holders to obtain a license with parental approval.

Maryland needs to pass similar legislation waiving the driver's license test for eligible, permit holding teenagers upon parental approval.
