Dear Governor Hogan: 

My name is Alejandra Ivanovich and I a member of The Baltimore County Democratic State Central Committee for District 11.  I am the 2020 Woman of the Year for Baltimore County.  I am the Leader of Amigos of Baltimore County. I am a volunteer with the Baltimore County Police Department.  Most importantly I have served as a community advocate for Immigrants and victims of Domestic Violence for the past 8 years.

I have been contacted by several immigrants who have lost their jobs and their main concern is that once you lift the state of emergency and stay at home order, they will be evicted. Morgan Properties for instance, sent a letter stating that in order to “secure housing” the tenant needed to commit to a $1,400 rent payment by May 1st. The immigrant community, as you know, will be the most vulnerable to the negative financial and economic effects of the COVID-19 pandemic for a couple of reasons: They do not qualify for any aid from the government due to their legal citizenship status. Secondly, they are the ones who will ultimately be taken advantage of the most. In order to protect them, and for us not to have an overwhelming number of your constituents become homeless, I am suggesting the following housing relief program for all of the parties involve:

1. That after you lift the state of emergency in Maryland, renters and homeowners will get a 3-month grace period to make their first payment. I think this is reasonable due to the fact that most small businesses won’t recover for months and their employees won’t be guaranteed a 40-hour salary;

2. That you give renters a 12-month period to pay back their rent for the few months they couldn’t make their payments. 

3. Suspend evictions or foreclosures for three months after the state of emergency is lifted.

4. Impose penalties to Landlords mortgage companies who unlawfully evict tenants or foreclose a loan during Covid-19 crisis.  

 

Again, I am concern for all families including the more vulnerable immigrant families in your state. I don’t have the financial resources to be able to help all families in need., I believe this is a reasonable proposal for relief and I am sure it will help all families in Maryland who have been impacted by the COVID-19 pandemic.

Me han contactado muchísimos inmigrantes que han perdido sus trabajos y su principal preocupación es que una vez que se levante el estado de emergencia y también la orden de quedarse en el casa, serán desalojados. Morgan Properties, por ejemplo, envió una carta indicando que para "asegurar la vivienda", el inquilino necesitaba comprometerse con un pago de alquiler de $ 1,400 antes del 1 de mayo. La comunidad de inmigrantes, como sabe, será la más vulnerable por los efectos negativos financieros y económicos de la pandemia de COVID-19 por un par de razones: no califican para ninguna ayuda del gobierno debido a su estatus de ciudadanía legal. Para protegerlos, y para que no tengamos un número abrumador de personas sin hogar, sugiero el siguiente programa de ayuda de vivienda para todas las partes involucradas:

  1. Que después de levantar el estado de emergencia en Maryland, los inquilinos y propietarios de casa obtengan un período de gracia de 3 meses para realizar su primer pago. Creo que esto es razonable debido al hecho de que la mayoría de las pequeñas empresas no se recuperarán durante meses y sus empleados no tendrán garantizado un salario de 40 horas;

2. Que les dé a los inquilinos un período de 12 meses para que paguen el monto atrasado de alquiler por los pocos meses que no pudieron hacer sus pagos.

3. Que suspenda los desalojos o ejecuciones hipotecarias durante tres meses después de que se levante el estado de emergencia.

4. Imponer sanciones a las compañías hipotecarias o propietarios de casas que desalojan ilegalmente a inquilinos o excluyen un préstamo durante la crisis de Covid-19.  

Nuevamente, me preocupan todas las familias, incluidas las familias inmigrantes que son más vulnerables en su estado. No tengo los recursos financieros para poder ayudar a todas las familias que lo necesitan. Creo que esta es una propuesta razonable de ayuda y estoy segura de que ayudará a todas las familias en Maryland que se han visto afectadas por la pandemia de COVID-19.   Por favor hágame saber si tiene preguntas.
