Investigate brightness of headlights/rearlights and street lamps and its effect on people

Over the years, two major changes have occurred along Singapore roads:
- Change of vehicle headlights/rearlights to LED
- Change of street lights to LED
The resulting changes saw a significant increase in brightness on where the lights were targeting, ie. roads. Unfortunately, the collateral effect is whenever our eyes meet these lights face to face, it:
- can be blinding
- can cause greater night blindness momentarily when looking at darker areas due to the greater contrast
- can cause psychological and/or physical pain in the short and long term
For drivers affected by this, a split-second turn of the head or closure of the eyes can be disastrous. For passengers, the night view is no longer as pleasant. For pedestrians crossing the roads, they can be blinded and freeze mid-step. For people waiting at bus stops, they will have more difficulty seeing the bus numbers.
This petition's purpose is for the Land Transport Authority to:
- address the above concerns by recognizing that our roads have gotten much brighter which brought about accompanying negative implications as mentioned above
- review existing guidelines on street lamps and vehicle headlights and see if they meet these guidelines more than 95% of the time (eg, vehicle headlights are supposed to be at a certain angle)
- take action to significantly mitigate the negative implications that have come about by the obsession to adopt LED broadly
