In Child Seat Rules, it is stated that it is "unreasonable" for Taxi to be under the Child restrained rules. At the time of the article, the ride hailing industry is at infancy and is totally misunderstood. As per LTA published MOTOR VEHICLE POPULATION BY VEHICLE TYPE - 2018, there are a total of 66,480 PHV vehicle on the road (Self drive or Chaffeur) vs 20,581 Taxis. The number of PHV vehicles is 3 times the number of Taxis, it will be more now in 2019. The ride hailing industry serve the public 3 times the volume that of the Taxis industry. Given that most taxi drivers use the GrabTaxi function only meant that the Taxi is also a part of the private hire industry. As much as LTA like to differentiate the two, they are inevitably merging into a common public transport category. (Perhaps the only differentiating category is the chaffeured)
The argument that ride hailing is advance booking is flawed, most of the booking are instantaneous and require driver to reach passengers within a few minutes. The argument that because of street hailing meant Taxi is exempted is also flawed, the number of street hail is decreasing by the year. Most Taxi is using the gig economy platform and not only street hail.
I would like to suggest that we remove the child seat regulations for PHV vehicles, the PHV industry has already undergone numerous changes since 2017 with mandatory trainings, licencing and sticker marking (akin to Taxi sign on top). The instantaneous nature of PHV drivers to response to ride hailing call is almost identical to street hail. There is no different in the two method. PHV driver doesnt get 30mins to 1hour advance booking.
To exempt one and not the other is a flawed policy and require an immediate review.
