PETITION OF PUEBLO OF LAGUNA VOTERS CALLING FOR A REFERENDUM UNDER ARTICLE IV, SECTION 2u
Of the Pueblo of Laguna Constitution
We, the following Pueblo of Laguna members and voters, hereby call upon the Pueblo of Laguna Council to hold a referendum on the question of whether to remove John Antonio as Governor of the Pueblo of Laguna. Article IV, Section 2u of the Pueblo of Laguna Constitution provides that Council has the authority to “call for a referendum of members of the Pueblo eligible to vote on questions of major concern to the entire membership.”
The hearing on Friday, July 30, 2021-- without sufficient notice to Pueblo membership-- was not conducted according to the Constitution of the Pueblo of Laguna, or ordinances, customs, and traditions of the Pueblo, as required by Article IV, Section 2 of the Constitution. Article IV Section 2s requires that a Staff Officer can be removed only for “malfeasance of office.” Council’s vote to remove Governor from his office denied 97.7% of eligible Pueblo of Laguna voters of their right to participate in the question of removal of the Governor. 180 votes should not determine this question for the Pueblo of Laguna.
For these and other reasons we call upon the Council to hold a referendum to determine the question of removal.
