In draft labour code administrative control and fund management should be under Central Board

In Draft Labour Code promulgated by Ministry of Labour,Govt of India through their website www.labour.nic.in has proposed to amalgamate 15 Labour Laws. I submit this petition before the Hon'ble Labour Minister for kind consideration and immediate intervention on the following points:-
Decentralisation of administrative power and fund management under the control of State Board will create awkward situation and disparity amongst different state Boards and overall controlling of the implementation of the Acts.
Without having a central repository system how the goal of online claim settlement as well as hassel free service to the beneficiary poor subscriber could be achieved. Under the control of state board this objective may be hampered.
Regarding Pay and allowances of officers and staffs a clear cut division has been proposed. Gr A officers will get pay as per Central Govt Scale whereas Gr B, Gr C and Gr D will get pay as per State Govt scales. This will lead to disparity of pay, loss of other benefits viz DA,HRA,LTC,TRANSPORT ALLOW,CHILDREN EDUCATION ALLOWANCE,BONUS etc as pay scales and benefits are varied to a great extent between different State Governments . In a same organisation this type of anomaly of pay should not be implemented.Moreover in the present centralised environment shortage of collection of administrative charges is being recouped from Central level fund. In a decentralised fund concept if a State Board falls short of collection of administrative charges how pay of staffs of the concerned State Board could be guaranteed and who will make good the shortfall if it happens on regular basis. This will also lead to demotivation of staffs and also blockage of future promotion prospects.
In a nutshell it may be concluded that if unification is necessary the Central Government administered Schemes should be under the control of Central Board(both administrative and fund management) and State Government administered Schemes should be under State Board.
UNIFICATION OF CENTRAL BOARD AND STATE BOARD ADMINISTERED SCHEMES AND EASE FOR SUBMITTING RETURNS CAN BE ACHIEVED BY DEVELOPING A UNIFIED WEBSITE with a link to respective State Boards with the help of allotting a unique LIN(LABOUR IDENTIFICATION NUMBER) to the establishments nationally.
