An outdated 3' setback rule for artificial turf in the front yard is becoming an obstacle to homeowners interested in replacing existing grass with a more drought-friendly alternative. This setback requires a sometimes costly redesign of existing landscape plans, and the mandate to put in living plants (and irrigation) in the setback area also runs counter to water conservation efforts.

Given the:

1) Move towards more drought-tolerant landscapes and ongoing water conservation efforts in this region;

2) Five pages of existing HOA requirements already in place already ensures that any turf installed will be high quality and maintain the aesthetic standards of the neighborhood;

3) Confirmation by local realtors: “The presence of turf to the sidewalk has no bearing on property values or the sale price of homes in this neighborhood. It is my professional opinion that a setback is unnecessary from a real estate value perspective. I say this as a long-time Realtor in the La Costa/Carlsbad area with over $75m in volume sold in San Diego County." - Jason Barbato / Realtor / Pacific Sotheby's International Realty,
