Dear Planning Commissioners,
I write to urge you to pass the Permanent Supportive Housing (PSH) Ordinance along with three friendly amendments to allow for even more housing for the homeless to be built in LA.
Los Angeles is experiencing a homelessness emergency and voters overwhelmingly passed funds for the construction of permanent supportive housing. Unfortunately a small number of opponents have the power to stall these desperately-needed PSH developments. I support the PSH ordinance because it will raise the site plan review threshold so that fewer projects get caught up in stalling tactics and lawsuits. It also grants incentives to allow more units to be built.
I urge you to pass the ordinance with three friendly amendments:
1. Eliminate site plan review for all PSH developments, regardless of size
2. Allow PSH units to be built on land zoned for parking, following the rules of the least restrictive adjacent zone
3. If a PSH project is proposed for a potentially historic site, have the city determine whether it is a historic resource within 30 days
Homelessness is a city priority and a housing emergency. Please strengthen and pass the PSH ordinance to help house and aid our most vulnerable neighbors.
