Rehabilitation Services: Protect our South LA Seniors & Disabled Children

When Daniel Freeman Community Hospital closed in 2008, the South LA Community lost a beloved community hospital.

Daniel Freeman Hospital was a safe harbor for many families in South LA and Inglewood. This community hospital had a maternity unit, emergency room, and a rehabilitation center.

Senior citizens and children or adults with disability who have difficulty walking or live with severe pain are not receiving rehabilitation services covered by Medicare. In addition, seniors and adults with special needs are being signed up to Medicare Advantage programs like CareFirst with promises that Medicare benefits 'may' be covered. However, rehabilitation cannot be provided unless rehabilitation professionals are added to the LA Care provider network.

Sign this petition if you or a loved one is receiving or eligible for Medicare or MediMedi and has one or more of the following:

1. Has difficulty walking

2. Lives in chronic pain and may be addicted to pain medication

3. Is a child or adult with developmental disability

4. Has been discharged from a hospital and sent to a nursing home

5. Is not receiving rehabilitation therapy for functional or mental health  problems

Our petition requests that the Board of Govenors and CEO of LA Care Health Plan support the creation of a South LA Medicare Part B Rehabilitation & Recovery Network that will work with the South LA Community Clinics to coordinate care and provide rehabilitation and mental health services to children or adults with complex care needs.

Dr Katherine Sullivan, an expert in rehabilitation services, has been a member of the South LA healthcare community since 1992. She received her PhD in brain recovery after stroke from USC and completed her studies in the aging brain at UCLA. Her stroke rehabilitation team was conducting a research study on recovering walking after stroke at Daniel Freeman Rehabilitation Center when it closed in 2008. Dr Sullivan will lead the effort to create a Medicare Part B Rehabilitation & Recovery Network for LA Care.

Our community needs to rebuild the Medicare rehabilitation and recovery safety-net for the members of LA Care who have MediMedi, Medicare, Cal MediConnect, or Care First. LA Care has many members who have a medical doctor but need rehabilitation from experienced Medicare licensed professionals who are needed to provide rehabilitation services covered my Medicare Part B providers.
