Stop the sale of "purebred" cats and dogs on ksl.com

Ksl currently allows the sale of "purebred" cats and dogs on their site which directly supports backyard puppy and kitten mills, along with increasing the number of unwanted animals that end up in shelters where a majority are killed. Surprisingly there are many purebred animals that end up in shelters, and many breeders dump puppies and kittens that are born with genetic problems (from bad breeding) at shelters. This has happened in Salt Lake Valley numerous times. Ksl has been contacted numerous times about this and has not responded to concerns by citizens. They should follow the example of Craiglist and only allow animals to be listed that are for adoption. Craiglist allows this with a small rehoming fee but does not allow the sale of companion animals. There are many good breeders out there and they can use other outlets to let the public know about their animals (namely listings by AKC, TICA etc- this will also protect people looking for purebred animals because they can know they are buying from a responsible breeder- on a side not - a responsible breeder will never allow their animals to end up in a shelter so they do add to the problem). Ksl does not currently charge users to place an ad so they will not be losing money by banning this. With the current problem of shelter overcrowding and number of bad breeders looking to make a quick buck in Salt Lake County (or Utah) ksl would be doing the community a service by banning these ads and adopting a system similar to craigslist. As long these backyard bad breeders find it easy to sell their animals the problem will not go away.
It has just been brought to my attention that Salt Lake City and unincorporated Salt Lake County have a new responsible breeders ordinance and most of the "purebred" cats and dogs listed on ksl are in direct violation of this.
The ordinance can be found here:
Ksl doesn't allow the sale of drugs and other illegal things on their site so why do they allow the sale of animals that are bred not only irresponsibly but illegally?
