Stanislaus County Welfare Department needs to give an opportunity to those truly in need by providing stricter requirements. This problem exists because the welfare reform is too lenient with the requirements needed to receive financial assistance. The requirements from CA to receive cash aid is a minimum of 19 years old, be a citizen, unemployed, or employed with a low income. However, even if it claims to be temporarily, there is not a time limit of the program. That is why people could rely on the program and do not feel the need to become financially stable on their own. It is unfair for people in need not to receive assistance because there are others relying on the program without necessity.
