S. Korea's Ministry of Food, Agriculture, Forestry and Fisheries and Goyang-city: Close down the illegal dog slaughterhouses now!

According to a S. Korean news (http://news.donga.com/3/all/20120710/47648257/1 "바닥엔 털 뽑힌 개… 도축후 바로 솥에 삶아" http://www.kyeongin.com/news/articleView.html?idxno=664242,개고기 '물주사 주입' 불법유통), on July 6, 2012, two people in Goyang-city were charged on suspicion of setting up an unlicensed slaughterhouse and selling slaughtered dogs after inflating their weight by injecting on average 1.5L of water to each dog by connecting a specially designed high pressure water hose into their blood vessel. They are accused of inflating the weight of dogs by approximately 1,800g per dog.

It is known that this farm was fined 3,000,000 Korean Won (approximately $2,600 USD) last year on charge of releasing wastewater into the nearby river. Mr. Bae, the owner of this illegal operation and his workers have illegally slaughtered more than 730 dogs from July last year to recently. According to the police, they distributed these dog meat to the local restaurants within Goyang-city and pocketed unfair profit of 210,000,000 Korean Won (approximately $180K USD). They are also accused of unauthorized discharge of wastewater created in the process of dog slaughtering and water injecting to the nearby river.

In the interview with the reporter, Goyang-city official said, "We will soon demolish these illegal buildings and shut down the business. It’s difficult to sanction for illegal slaughter using the current law. Administrative penalty is possible only on the unauthorized discharge of sewage.” However, the illegal slaughter continues because the Goyang-city administrative agencies have not taken a measure to close down the slaughterhouse.

Based on a Korean TV news (http://news.tv.chosun.com/site/data/html_dir/2012/07/17/2012071702338.html
“비위생적인 개 도축장”) aired on July 17, 2012 (a day before Chobok of South Korea), this illegal dog slaughterhouse is still operating and continuing to commit this heinous crime.

Mayor Sung Choi (http://www.goyang.go.kr),

Why is Goyang-city not closing down this illegal business?
Please sir, we ask that your government shut down this illegal and shameful operation immediately. According to the news, "Dogs unconscious by electric shock are tossed into the boiling water. Moments later, dogs are pulled out of the boiling water and into the fur removal machine. After that Dogs is laid, blow torched and cut into pieces."

Dogs paralyzed from electric shock but still could be alive are being tossed into the boiling water, sir. This is an unimaginable horror and nightmare and no one should be subjected to this type of monstrous cruelty, sir. Hundreds of innocent and tortured dogs are being killed and this needs to stop now.

Minister Kyu-Yong Suh (http://www.mifaff.go.kr/main.jsp),

Hundreds of thousands of people around the world are becoming aware of South Korea's horrible dog and cat consumption practice and we are appalled and speechless how an otherwise modern industrialized nation and home of international brands such as Hyundai, Kia, Samsung, LG, Daewoo, SK,... could still be perpetrating this type of horrific abuses on dogs considered as companion animals around the world.

This type of hideous and appalling animal abuse should end immediately, sir.
Law enforcements and government officials are time and time again using the excuse of the lack of proper and definitive law in this area as the reason why these heinous crimes can't be punished legally and who' s job is it, sir, to put the necessary law in place? It is yours. The Ministry of Food, Agriculture, Forestry and Fisheries. What is stopping you and your agency from taking the steps to end this horrific cruelty, sir? Millions of innocent dogs are being tortured and butchered in most inhumane ways every single day, Sir. Please try to imagine their unspeakable suffering and hear their desperate cries for help.

Even if you are not a compassionate person and you don't care about animals, you should take an action to end this atrocity immediately if you care about your citizens and your country. As this TV news exposes, these illegal dog slaughtering is not only inhumane but it's causing a serious threats to the public health and the environment. Does S. Korea wants to be known as a backward third world nation that still ignores basic animal welfare and be one of the very few nations left on earth that still tolerates this type of horrendous practice? Please sir, ignoring this problem would not make it go away. We can never be silenced in the face of the terrible injustice against millions of helpless animals. Harriet Beecher Stowe said, "It's a matter of taking the side of the weak against the strong, something the best people have always done." It's time for South Korea to end this heartless cruelty. It's time to end the killing of dogs, sir.

Sincerely,
