In Knox County, Ohio we do not have any confirmed cases of COVID-19, but that does not mean there has not been economical effects from this national emergency (as declared by President Trump) already. Many workers are being told to stay home, or have had their hours steeply cut because of the potential risk, and therefore are unable to afford rent and utilities. 
In an effort to keep such individuals from being evicted, let it be established by the authorities of the city and county that evictions and disconnects will have a temporary freeze, until such a time that individuals who have been impacted by this crisis are able to return to work. 
In order to offset the costs associated with this, let the government leaders come together to establish some financial relief for the landlords and utilities who rely on this income to stay in business.

Just like a hurricane or other national disaster, one of the hardest hit classes are those that are "at risk", and this includes individuals who work shifts, and serve the public in vital roles. Already, major corporations are making exceptions for individuals who are at risk of COVID-19, allowing them to remain home in order to keep the virus from further spreading. It is now time for our city and county leaders to take the next step, and prevent individuals from being penalized by putting a temporary hold on evictions and disconnections of services until such a time as the individuals are able to afford to pay their bills.

I personally have had my work schedule of over 18 hours a week cut down to just 3 for the past 2 months. This has put me in position to be evicted, and my utilities to be turned off because the money just is not there. While it is certainly ideal to have a couple months' worth of money saved up in order to handle such situations, and indeed I did have it at one time, that was used to deal with other problems that arose, as have many others I have spoken with.
