The Humane Alternatives to Long-Term (HALT) Solitary Confinement Act is in the process of passing the New York legislature. It bans solitary confinement for over 15 days; a practice which the United Nations considers torture. The act also bans solitary confinement for ALL individuals under 21, over 55, those who are physically or mentally disabled, pregnant, LGBTQI, or in need of protective custody.
Studies have shown that solitary confinement does not make our prisons safer or have rehabilitative effects for prisoners. It is more expensive than keeping prisoners in general population and causes psychological harms to those who live in these conditions due to long periods of isolations (approximately 23 hours per day spent in a cramped cell with no human contact) far out weight the benefits. Many inmates in solitary confinement suffering from psychotic or suicidal thoughts, panic attacks and tendencies toward self-mutilation.
Instead of isolating violent criminals from human contact completely, the HALT Act proposes rehabilitation units, giving prisoners time outside of a cell for therapy and contact with family members. The legislation also proposes alternatives solitary for individuals needing protective custody.
The current laws in New York State surrounding solitary confinement lay the foundation for gross human rights violations that are taking place every day to thousands of people. Please sign this petition to help restore basic human rights to our nations prison system.
