The city of St. Paul has proposed possible changes that will take affect within the next month landlords as follows: 

-cap security deposits at the time of execution of lease

-considerations of a potential tenant would include not allowing denials for the followings- petty misdemeanor, misdemeanors, gross misdemeanors, crimes that are no longer illegal, credit history, credit score. 

-Lessor cannot deny a lease renewal and or termination of a lease, if not met by 1 of any of the 9 'just cause' governed by the 'Just cause Notice'. 

-landlord must provide 90 days notice to current tenant prior to putting a property on the market for a potential sale. If the NEW landlord that does not renew any current lease(s), lessor will be responsible to pay for relocation cost for the tenant due to the purchase of their new investment.
