On the Pennsylvania state association of boroughs website, found at https://boroughs.org/ordfiles.php there is a list of sample ordinances, one of which is titled "yard to table", which discusses different ways how families are becoming more self sufficient, including the raising of bees, chickens and goats. While not suggesting at this time that Kingston allow bees and goats ( that may be a discussion for another day), there are numerous towns and cities that allow "backyard chickens," and perhaps it is time for Kingston to be one of them. There is no need to go into lengthy discussion on how and why backyard chickens can be beneficial. However these are a few articles I found after a quick google search

I believe with some common sense laws and restrictions, Kingston can allow hens to be kept in the backyards of homes.
