We minted new dollar coins to encourage their use. Sacajawea was fine, then some idiots decided we needed dollar coins with every dead president which discouraged spending dollar coins. With the dollar the most commonly used small denomination it makes more sense to have it in a more durable form.

The cost Savings of replacing the $1 bill with $1 coins more than justifies it. People who aren't really feeling $1 coins will learn to get along.
