Justice for the real professionals, the real graduates

One and only college of forestry( govt college) in Kerala where Bsc.hons forestry is being graduated by the students. Students those who study here, goes in to the deep of the forest and realise the real pulse of the forest. Also, during the last year of their graduation they are attached with the forest department and work in the forest dept, the real professionals. Then why they lack the opportunity?
A person who graduated any of the degree programmes ( Bsc. Botany/ Zoology/ Mathematics/ engineering) will be appointed as a doctor in any of the govt or private hospitals? Or any other graduates other than a person who studied veterinary will be appointed as a veterinary doctor in any of the clinic? Otherwise any of the science graduates other than civil engineering or B.Arch qualified graduate will be appointed as an engineer in a construction company? These things will never happen. Then think about that it is how much rubbish attitude is it to qualify any of the science graduate as a Forest range officer, those who completed their Bsc.hons degree on forestry should only be appointed as a Forest Range officer. The truth can be revealed by having a 5 minute discussion with 2 groups- Bsc .hons forestry students and other science graduates. Crystal clear difference between both of them can be noticed. Neighboring state of Kerala, the Tamil Nadu district is doing the following strategy:
When there is seat vacancy for Forest Range Officer post, 50% of the seats will be filled by promotion, remaining 50% of the seats are reserved for forestry graduates, only in the absence of the forestry graduates, general science students are given a chance.
In case of Kerala, when there is vacancy for Range forest officer post,50% of the seats will be filled through promotion, among the remaining seats, 25% is reserved for Forestry graduates and 25% for general science students. Is this justifiable?
Justice should be provided for the real graduates, the real professionals
