The purpose of this petition is to show community support, for assuring that automotive businesses stay in the future of West Oak Cliff. Continue reading to learn more…

The West Oak Cliff Area Plan (WOCAP), covering 5 square miles with an estimated population of 44,000 people  (86% Hispanic/Latinx), was initiated in 2020 by the City of Dallas. WOCAP is a land use plan that can inform future zoning changes such as the upcoming authorized hearings (a city initiated process to determine the proper zoning in an area which also has the ability to make zoning changes) in West Oak Cliff. In March of 2022 the City of Dallas released the first draft of the West Oak Cliff Area Plan (WOCAP). The original draft from March 2022, included language that targeted auto-centric businesses. An excerpt from the first draft of the plan is shown below:

"...major change that should be considered to the existing zoning is to prohibit automotive-centric uses, including drive-thru restaurants, drive-thru banks, car washes, gas stations, and auto repair shops in order to facilitate the type of walkable, mixed-use development desired by the community. While existing auto-oriented businesses would be grandfathered in, new auto-repair uses or gas stations would only further detract from creating a walkable node."

The initial recommendation was discriminatory because the automotive businesses in West Oak Cliff are predominantly Latino/x owned. Many of these businesses have been in the area for generations. In response to this concern, community organizations started doing outreach to these businesses to inform them of the proposed changes. These businesses were not aware about WOCAP because unfortunately, the city never reached out to them. The grassroots efforts led to these businesses forming the Automotive Association of Oak Cliff (AAOC) to stand up against the city targeting automotive businesses. 

Over the last few months, automotive owners and workers showed up at city hall several times to have their voices heard. Thankfully members of the Comprehensive Land Use Plan (CLUP) Committee were willing to listen to the concerns of the community and recommended removing the language targeting automotive businesses from the plan (text from CLUP’s recommendation is included below). 

We cannot claim victory yet, as the plan can still change until it is approved by City Council, which is expected sometime in September or October 2022. Auto repair shops, car washes, and other automotive businesses are a valuable asset that serve the community. If they are cut out of our neighborhood, it will harm our sense of community and the economic opportunities for the workers and business owners in this profession. These business owners are determined to work with the community to address their concerns, and have already begun taking steps to do so.

By signing this petition you are showing your support for the Comprehensive Land Use Plan (CLUP) Committee’s July 12, 2022 recommendations, regarding automotive businesses, and for keeping automotive businesses in West Oak Cliff’s future. 

Comprehensive Land Use Plan (CLUP) Committee’s recommendation from July 12, 2022:  
“To follow staff’s recommendation on page 23 on the presentation regarding autocentric uses, changing the language in the WOCAP from removing autocentric uses to language about ensuring that future land uses provide pedestrian-oriented design and incorporating that into any area that currently references or has referenced in the past autocentric uses, and this is to specifically further ensure that all language regarding the removal of autocentric uses or causing autocentric uses to become non-conforming is removed from the current draft of WOCAP, subject to one exception, which is that we would still consider the prohibition of drive-thru restaurants and drive-thru banks in areas where removal of autocentric uses were previously recommended.”

Important Dates

• August 18, 2022 - City Plan Commission Meeting, where the plan will be discussed and a vote will be held to determine whether the plan should be sent to the City Council. Members of the public can register to speak at this meeting.
• September TBD 2022 - City Council, Economic Development Committee. This committee will be briefed on the plan, and will vote to move it to the City Council. Members of the public can register to speak at this meeting.
• September or October 2022 - City Council, will be briefed on the plan and vote on adoption. This is the final step towards approval of the plan. Members of the public can register to speak at this meeting.

El propósito de esta petición es para comprobar apoyo comunitario, en asegurar que los negocios automotriz se mantengan como parte del futuro de West Oak Cliff. Sigue leyendo para aprender más.

El Plan de Area de West Oak Cliff (WOCAP), cubre 5 millas cuadradas con un población estimado a ser 44,000 personas en cuál 86% son hispanos/latinos. El plan se inició de parte de la Ciudad de Dallas en el año 2020. WOCAP es un plan del use de la tierra, y influencia futuro cambios de zonificación como en las audiencias autorizadas (un proceso iniciado por la ciudad para determinar cual zonificación es apropiado para un area, y que en cual pueden promulgar eso cambios de zonificación) en West Oak Cliff. En marzo de este año, la ciudad de Dallas publicó el primer borrador del Plan de Area de West Oak Cliff (WOCAP). El borrador original incluyó lenguaje que arriesgaba el futuro de los negocios automotriz en Oak Cliff. Un extracto del plan se presenta abajo. 

“...cambio importante que se debe considerar a la zonificación existente es prohibir los usos centrados en automóviles, incluidos los restaurantes de autoservicio, los bancos de autoservicio, los lavados de autos, las estaciones de servicio y los talleres de reparación de automóviles para facilitar el tipo de transitable, desarrollo de uso mixto deseado por la comunidad. Si bien las empresas orientadas a automóviles existentes se beneficiarían, los nuevos usos de reparación de automóviles o las estaciones de servicio solo restarían valor a la creación de un nodo transitable”

La recomendación inicial era discriminatoria porque los negocios automotrices en West Oak Cliff son mayormente adueñados por gente latina. Varios de estos negocios han permanecido en este área por generaciones. En reacción a este plan, organizaciones comunitarias empezaron a informar a los negocios de las recomendaciones y sus riesgos, porque la ciudad nunca los intentó alcanzar. Estos esfuerzos comunitarios resultaron en la creación de la Asociación Automotriz de Oak Cliff, para pelear en contra de las amenazas de la Ciudad. 

En los últimos meses, dueños y trabajadores de negocios automotriz se presentaron varias veces en el ayuntamiento de la ciudad para alzar su voz. Afortunadamente miembros del Comité del Plan Integral de Uso de la Tierra (CLUP), han sido dispuestos de escuchar nuestras preocupaciones con el plan, y han recomendado cambiar el lenguaje que directamente nombra negocios de auto (lenguage del recomendacion de CLUP está incluido abajo) .

Pero todavía no podemos cantar victoria, porque el plan todavía se puede cambiar hasta que se aprueba por el concejo municipal. Los talleres de reparación de automóviles, lavados de autos y otros negocios automotrices son un activo valioso que sirve a la comunidad. Si se eliminan de nuestro vecindario, dañará nuestro sentido de comunidad y las oportunidades económicas para los trabajadores y dueños de negocios en esta profesión. Los propietarios de estos negocios están dispuestos a trabajar juntos con miembros de la comunidad, además ya lo están haciendo.

Recomendación del Comité del Plan Integral de Uso de la Tierra (CLUP), 12 de Julio de 2022:
“Seguir el lenguaje recomendado por el personal de la ciudad en la página 23 con respecto a los usos autocéntricos, cambiar eso de eliminar los usos autocéntricos a lenguaje sobre garantizar que los usos futuros de la tierra brinden un diseño orientado a los peatones e incorporar eso en cualquier área que tenga referencias actuales o ha hecho referencia en usos autocéntricos pasados, específicamente para asegurar aún más que todo el lenguaje relacionado con la eliminación de negocios autocéntricos o hacer que los negocios autocéntricos se vuelvan no conformes se elimina del borrador actual de WOCAP, sujeto a una excepción, que es que todavía consideraríamos la prohibición de restaurantes de autoservicio y bancos de autoservicio en áreas donde los negocios autocéntricos estaban previamente recomendado.”

• Fecha por determinar en Septiembre 2022 - Comité de Desarrollo Económica del Concejo Municipal, se informara sobre el plan, y votaron para mover el plan para consideración del Concejo Municipal entera. Miembros del público pueden registrarse para dar comentarios públicos.
• Fecha por determinar en Septiembre o Octubre de 2022 - Concejo Municipal, se les informará sobre el plan, y votaran en aprobar el plan. Este es el paso final en el proceso de adopción del plan de WOCAP. Miembros del público pueden registrarse para dar comentarios públicos.
