Stop the placements of SVP's in LA county
Why this petition matters

The San Diego Board of Supervisors unanimously approved Supervisor Desmond’s proposal to halt all Sexually Violent Predator placements until the county can be a part of the release and placement process. It also gives the county full veto authority. This comes after multiple SVP’s have been recommended for placement in family neighborhoods in San Diego County. It is clear that the site assessment process Liberty Healthcare undertakes is inadequate at best. SVP’s have been recommended to be placed next to the SVP’s victim profile, like Rhoden is about to be, in an area that has almost no law enforcement presence. They have chosen golf courses, densely packed neighborhoods, with children, areas prone to wildfires with no real evacuation plan, and in the case of Littlerock, a block away from school. Now Sexually Violent Predator Calvin Grassmier has been placed in Littlerock, there are constant protests from terrified neighbors from morning until late at night. And for supervisors in other districts, if you think that this is not going to happen in your district, you are sadly mistaken. Liberty Healthcare pays as much as 3x the going rent with large security deposits. Their target home location is any homeowner willing to rent to them. They will convince judges that they can adequately monitor a sexually violent predator using GPS, which if you go to google and look up “Authorities lose track of 10 sex offenders in Antelope Valley” and go to the ABC7.com link and watch and read you find out that some if not most were sexually violent predators who cut off their GPS or made their GPS untrackable. They also say that they have a perfect track record for managing SVP’s. They caveat it by saying that no SVP has reoffended against a human. What we have found is that well less than 50% of SVP’s that Liberty Healthcare has managed are still in public. Liberty has only managed 51 SVP’s in California since 2003, but the number of SVP’s in the current DSH budget that are planning to be released in FY21-22 is 11-16. Add that to the number of SVP’s already approved for release and it likely brings the number close to 25. So almost half the number of SVP’s that Liberty has managed in 18 years could be up for placement in the next year. How many will Los Angeles County get if they are already putting 2 here in 2 months? Likely at least 3, but possibly more. Do you really think your district is safe from placement?
I am calling on each supervisor to reach out to their counterparts in San Diego and craft a similar proposal. Put a halt to these placements and say that you do not want the Sexually Violent Predators released into your district because likely if they are once they dont have liberty around or guards and are transients they will commit crimes and ruin other people's lives. Place a halt until Liberty can work with a county agency to determine correct placement. In addition, work with other county supervisors across the state to push lawmakers to fix the process at a state level. Communities like Antelope Valley cannot be dumping grounds for sexually violent predators and we are saying NO MORE!
