On December 15th, 2016, Soleiman Faqiri died in custody at the Central East Correctional Centre (CECC) in Lindsay, Ontario, during an altercation with prison guards, an altercation that has yet to be explained to the family. While in custody, facility administration was made aware that Mr. Faqiri suffered from schizophrenia, yet there have been numerous reports that Mr. Faqiri was mistreated at the facility, including just prior to his death. This abuse was described as being held with hands bound, in complete isolation, and pepper sprayed by correctional officers. The Faqiri family tried many times to visit Mr. Faqiri during his eleven days of incarceration, but CECC denied them visitations on each occasion. Today, the Faqiri family is seeking justice for Soleimon and demanding answers from the Ontario government as to how Soleiman's death could have occurred while he was in custody.
As such, we, the undersigned residents of Ontario, draw the attention of the Ontario Legislative Assembly to the following:
*Whereas, the Government of Ontario has yet to provide the Faqiri family with complete, thorough and transparent information related to the events that led to death of Soleiman Faqiri,
*Whereas, Mr. Faqiri’s death at the Central East Correctional Centre raises serious concerns about the safety of inmates suffering from mental health within Ontario’s correctional facilities,
we, the undersigned, call on Minister Marie-France Lalonde and the Ministry of Community Safety and Correctional Services to take immediate action to carry out all of the following measures:
1. To establish clear accountability, the province and relevant law enforcement agencies must act now to ensure that all correctional officers who were involved in Faqiri’s death are held accountable in accordance with the Criminal Code of Canada.
2. Minister Marie-France Lalonde and the Ministry of Community Safety and Correctional Services of Ontario (“Ministry” or “MCSCS”) should release a statement on the death of Soleiman Faqiri and identify the steps the Ministry will take to investigate this issue and bring justice for the Faqiri family.
3. The Ministry must work alongside its counterparts to ensure correctional officers in MCSCS are provided effective mental health training in order to protect and preserve the life and dignity of present and future inmates suffering from mental illness.
It is the legal and also the moral obligation of the Ontario government and all relevant law enforcement agencies to carry out the above recommendations, fully and completely, with regard to the death of Soleiman Faqiri to help bring justice for the Faqiri family.
