Unemployment Benefits for the Self-Employed, Now!

Due to the social distancing, stay-at-home, and economic impacts of COVID-19 many self-employed Oregonians find themselves with little to no income. The federal government has issued that unemployment benefits be available to self-employed workers affected by the virus. However, Oregon's online Unemployment claim system does not allow those who have been self-employed to file claims online and they must call in to file. Due to the high volume of sudden lay-offs in Oregon, the Unemployment Department's phone system is overwhelmed and is nearly impossible for many to call in. (I myself attempt to call several hundred times a day and have been unsuccessful).

The government says that are hiring more staff and acquiring more phones to deal with the demand, but this will not be enough as more lay-offs are happening everyday. There is currently no wait-list for those trying to file and unable to complete an application by phone.

This petition seeks to solve the problem a few ways (but is not limited to):

  • Temporarily remove the self-employment restriction from the online claim system, so that people may apply online.
  • Create a separate department for handling self-employed claims.
  • Setup a waitlist via a voicemail or online form for those unable to call in to file a claim.

It is understood that Kate Brown, the Governor of Oregon, is the only person with the authority to make any changes to the unemployment system.
