Governor Kate Brown recently instituted a policy involving a metric for the number of Covid cases allowed before each county's schools may resume in person.  The only exception to this policy (offering a less stringent number of cases) is for grades K-3. 

Governor Brown offered no such specific guidelines for public school students with special needs or private schools which serve these students.  Rather, for students with special needs, the school districts are instructed to "... provide instruction through a distance learning model to replace what would have been provided in the classroom..." or if such instruction through distance learning cannot be achieved, compensatory services may be required once school resumes. 

The distance learning option is almost universally impossible for most special education students dealing with obstacles such as ADHD, Autism, and other significant learning differences.  The "we'll fix it later" mentality is unacceptable, as it leaves students to fend for themselves and then struggle to catch up at a later date.  Just as with grades K-3, most special education students require social skills training, constant motivation and real time oversight and check ins by trained teachers.  Many are prone to electronics addiction, making long hours online an impossibility for parents.  For these reasons, it is imperative to return this population of students to in-person learning at the earliest, safe opportunity.

Please lend your voice to urge Governor Brown to add these vulnerable students to the less stringent guidelines for back to school, that has been allowed to grades K-3.
