Millions of Californians have been effectively disenfranchised in 2016 Presidential election; their votes did not count because they played no role in the outcome of the election.  The 2016 election outcome has the largest historical disparity between popular and electoral votes and is a grave injustice to the majority of Americans.  Trump won the Electoral College not because of constitutional design but because of the winner take all (WTA) system of allocating electors designed at the state level.  The WTA system, which is not mandated by the Constitution, is in fact an unconstitutional denial of the equal protection of the 14th Amendment and its principal of one person one vote.  There is a strong legal precedent for this argument:  Bush v.
