Earlier this year, Kaleida Health updated their Collaboration Agreement regarding midwives practicing in their hospitals. Up until the Collaboration Agreement was updated, independent midwives were able to obtain privileges to practice in Kaleida Health hospitals in the Buffalo area (primarily Oishei Children's Hospital); an independent midwife or group is a practice that is not employed by a physician or hospital. This change to the Collaboration Agreement means that families who prefer a hospital birth no longer have the ability to access midwifery care from an independent provider for their hospital birth. Additionally, a family could previously choose a home birth with a midwife, and would be able to stay under the care of their chosen provider in the event of a hospital transfer. Now, there is not an option to maintain continuity of care if a family chooses an independent midwife as their care provider and later requires a hospital transfer. Lastly, the updated Collaboration Agreement limited the scope of practice of midwives in such a way that it is now far more restrictive than either New York State law or the American College of Nurse-Midwives (ANCM) require or recommend.

We are urging Kaleida Health to amend this Collaboration Agreement such that families in Western New York can have the option of choosing independent midwifery care in a hospital, maintaining their chosen provider through a hospital transfer, as well as allow an appropriate scope of practice for midwives in their hospitals. Our goal is to support the choices of women and families and promote the health and safety of birthing people and babies.
