On January 16, 2015, IRCC announced that 5,000 completed Parent and Grandparent Program applications received and mentioned "Canada has one of the most generous family reunification programs in the world", and everybody believed that.  

On January 7, 2016, , Immigration, Refugees and Citizenship Canada (IRCC) received more than 14,000  parent and grandparent applications when the program re-opened on January 4, 2016.

IRCC mentioned, "Canada is committed to reuniting families and the Government of Canada is seeking to increase the intake of parent and grandparent sponsorship applications from 5,000 to 10,000 per year. In light of this commitment, IRCC would retain the first 10,000 completed applications.", as Prime Minister had promised in election campaigns.

On December 14, 2016, IRCC announced " The Government is committed to a fair and transparent immigration system" and Canadian citizens and permanent residents who want to apply as sponsors must first complete an online form on the IRCC website to let the Department know they are interested in applying to sponsor their parents or grandparents. The form asked for the individual’s first name, family name, date of birth, country of birth, main home address, postal code and email address.

Who is not interested to sponsor their parents or grandparents? All "interested sponsors" filled the simple form to show their interest who are included but not limited to students, newcomers, residents with low income.

Parents and Grandparents Sponsorship Program has some specific criteria for qualification. How could IRCC find qualified "interested sponsors" just by looking at their first names, last names, dates of birth, countries of birth, homes address and emails address?  IRCC received 95,000 requests for sponsoring parents and grandparents this year which is almost 6.7 times higher than that of last year as there was no criteria to screen people who are not qualified and many unqualified "interested sponsors" registered and not surprisingly have been selected by IRCC to continue the process.

 

We found the result really unfair because:

1- Registration started before the criteria for qualification introduced by IRCC.

2- When they started registration, everybody even those who could not meet half of the criteria, simply were registered whereas they could have asked for notice of assessment first.

3- In 2016, 14,000 files were received. This number increased to 95,000 applications  as there was no criteria to screen people who are not qualified.

4- In January 9th, one week after the start of registration the list of required documents were introduced. "Interested sponsors" had to send the notice of assessment for the years 2013, 2014 and 2015 (which was similar to previous years and a lot of people were aware) however, in April 25th along with the results, the aforementioned form got updated and acceptable notice of assessment changed to 2014, 2015 and 2016 which caused so many "interested sponsors" to lose their chance.

Among, all disappointments that we have experienced in our lives, this one is one of the hardest to handle.

We expect, Canada as one of the countries who accept the highest number of immigrants each year, to apply more organized rules, plan in advance and predict and prevent complications that has already happened and left so many "interested sponsors" disappointed.

Finally, as Canadian citizens and/or Permanent Residents of Canada, we entitle ourselves to a short explanation which justifies how a program like this with so many obvious deficiencies is "fair".
