Recently, Bell Canada received $122million in wage subsidies through the Canada Emergency Wage Subsidy (CEWS).  downup.io   During the same timeframe, BCE (previously Bell Canada Enterprises) increased its shareholder's dividends  https://www.bce.ca/investors/dividend-history  Yet  Bell announced layoffs which were executed in early February.  Employees with top seniority were let go with one day's notice.  This is not just a local issue.  Cuts in Canadian programming will have long-term effects. CARTT.ca Commentary
