Historically, Canada has suffered from doctors shortage in one hand and in the other hand; there are more than 10,000 internationally qualified Canadian and permanent resident doctors and surgeons waiting to pass the hassles to be enrolled in the Canadian system.
Several thousands are now working the survival jobs by driving taxis and delivering pizza, and several thousands have gone to other countries including the USA and the United Kingdom, including myself.
Canadian Universities attract the Oil-rich countries to bring their doctors to be highly qualified professionals before they go back to their countries and leave Canadian citizens behind; where if a Canadian doctor was trained instead; he/she would've stayed and served the community.
Internationally qualified doctors can't work easily if they had their residency/fellowship training outside the US or Canada, and there is no system for direct enrolment for highly qualified doctors who work in senior positions in the USA and the United Kingdom.
Doctors are ready to practice in different levels of seniority; there must be a system to accept doctors at any level and involve them in the system and train them slowly. The system should allow senior doctors to work at their appropriate level as a service contract and not necessarily to be affiliated with a University medical school.
