I, along with other Canadian owners of recreational property, boats. in the state of Montana.  Are adversely affected by the COVID-19 pandemic border closure between the U.S. and Canada, recently (May 19, 2020) extended for a second time to July 21, 2020, with further border closure extensions deemed as fairly likely in various online press stories.

Our dilemma is we are unable to maintain or remove our Canadian-licensed pleasurecraft and other property which is in the state, and to do maintenance on our homes.

In the case of boats, the downside of prolonged inattention could be needless damage to our boats and to the environment.

In the case of our homes, many are in very remote places some visited just prior to the closure with the garbage left as we expected to be back a week later. Bears are a concern as they can break in to get rotting food causing harm to the animal, and property.

I propose a special dispensation allowing Canadians access to their property, boats, and trailers to perform maintenance, removal and care functions under controlled conditions, i.e. no contact with local residents for business or pleasure purposes. We are requesting an exemption to remove items, and shut down homes.  Many have water heaters on creating a possible fire hazard, and wells left powered up. Furnace maintenance and other items left running from the winter.
