10JUL20 Update (edited) - I no longer need someone to step up and take over

So, I got my boat out of Pt. Roberts by flying Vancouver to Seattle on Friday, 03JUL20 (USCBP pre-clearance at YVR was fully apprised of my intentions), driving a rental car to Bellingham, getting on a San Juan Airlines charter flight, flown to Pt. Roberts and was on my boat by late afternoon of the 03rd.
FYI - my boat was at significant risk of sinking (AC power interruptions [a frequent occurance at PTRM] can sideline the inverter / battery charger system on the boat ... bilge pumps run only so long as batteries hold a charge ... after that, any accumulating water takes her down) - if I had not accepted great personal COVID-19 exposure risk by retrieving it in the manner I did, I would likely very soon have been looking forward to lawsuits from the marina, State of WA and the U.S.A. for catastrophic environmental damage to the marina waters and extremely proximate Salish Sea / Strait of Georgia waters due to hundreds of gallons of leaking diesel fuel from a sunken boat. Aside from the obvious crime against nature and the planet, does anyone think $1,000,000 of liability insurance would begin to cover that kind of damage and the fines that would ensue? Or that my insurance provider would not balk at my 'lack of due diligence with respect to care and maintenance of the vessel'?
I worked on and prepped my boat thru 1410PDT Wednesday the 08th, then departed to Imperial Landing at Steveston for Canada Customs Clearance and an overnight.
I got to Shelter Island Marina at 1120~PDT the next day (09th), had my boat lifted at 1400~PDT, power-washed, blocked and secured in SIM's boat yard.
I came straight home in my pre-positioned car and was in the door at my house by about 1800~PDT 09JUL20 ... where I shall remain in quarantine for 14 days.
As I've been away from internet access for the last week, I may be unaware of all of the media reports that may have surfaced in the interim (here's Andrew Weichel's CTV News Vancouver report from one week ago: https://bc.ctvnews.ca/b-c-residents-want-border-exemption-to-check-on-homes-animals-in-point-roberts-1.5010613 ... another Delta Optimist report by Ted Murphy appeared on 07JUL20 and is attached to this Update - it features a response by Carla Qualtrough) ... the substance of this Update is, IMHO, a higher priority matter. So ... the urgency to see my petition work for my own personal benefit has evaporated ... what remains to be done now is to pass my petition to someone amongst the group of signatories who will then decide whether and how to further promote this story to news media (see my closing comments), and, most importantly, decide when to pull the trigger on formally presenting this petition (now at 2,814 signatories) to all of the governmental parties concerned (BTW - none of whom has responded to my direct, repeated e-mail requests for attention to the objective of my petition).
I have the ability to pull a PDF document of a formal list of all signatories to date - this would form the basis of a formal e-mail presentation to all governmental parties. Only I can download it through my Change.org account.
I am due to speak to Andrew Weichel of CTV News Vancouver at around 12N today ... this may result in more media exposure for this petition and, with 2,814 signatories, be very timely.
